Why does h say he wants to be friends but then doesn't?

I was in a relationship. The man sent me a pic of his ex wife in the tub. I ended it. He messaged me is swearing it was an accident. He said that he wanted to know what I wanted to do I said just be friends. He says he doesn't know if he can bcuse he might mess up again.
