Is it bad to wait to be with someone, even if its been a whole year since ive been waiting?

So, me and my best friend both like each other and we want to be more than just friends. We both decided to date once we're in our freshman year. The problem is I've waited a whole year for this and then all of a sudden he tells me that he wants to wait a little longer because he feels like he'll hurt me and ruin the relationship, because of his depression. Now, I'm forced to wait AGAIN till he'll finally ask me out. I love him more than anything but... do you think its okay to wait AGAIN for him to ask me out?
