What are the legal actions that could be taken against a fraud company?

I'm a consumer from India. Frequently, I happen to make online transactions nationally and internationally. Last month, I made an online transaction from an international shopping corner, so called by the name WISH for 396 USD. Somehow it triggered back, and they committed to refund within 14 days but I didn't receive my money back and its already 25 days. Please help me out with this and tell me the procedure for filing legal actions.
