Solar battery hub using all power to flashlight

My solar battery pack isnt charging fully the flash light at the back works but the led lights dont go on. I tried plugging in a device but it only said charging for a moment then it went off. Whats wrong? It was a cloudy day but later there was sun and I put it in the hot sun and it didnt go on. It was working
