Co-borrower rules and regulations on RHS fixed USDA home loan?

I am in a unique situation. I have a co-borrower and have been pre approved for an RHS RD fixed usda loan for a home for about $100,000. The person that is co-borrowing with me is unsure if she wants to leave her rental property, and after reading that all co-borrowers must live in the house as a primary occupant they might back down from this opportunity. Is there any way they can keep the rental home as a secondary place to live at for a fraction of the time? They do not own this property, they rent it from a landlord in the city. I did not have enough money made on my W2's to qualify for this loan alone so I would be out of luck on the offer if they back down. Will I still be considered if they switched to being a co-signer? Can someone be a co-signer instead of a co-borrower in this type of loan? Any help would be greatly appreciated. Thank you!
