Describe the harmony and timbre in "Seven Spanish Angels" by Troy Seals and Eddie Sester?

For the harmony I have to decide whether the music uses consonant (stable, resting, pleasant sounding) chords, or discords (unstable, temporary), or a combo of both. I have to describe how they relate to the melody and state if there seems to be a traditional tonal quality to the chords (e.g major or minor).
