How can I learn portrait painting for cheap, maybe in mexico, but not online.

Atlier painting is ideally what I want to learn, but it is so expensive. I dont like online classes either and want to learn in real life. Im having trouble finding anything. I go to Mexico a lot. It is cheap. Maybe there are portrait painting classes there?
