How can I get my cat to stop peeing outside of the litter box?

I have a 1 year old male cat I adopted from PetSmart. Berlioz. I love him to death and I refuse to give him up because him and my other cat are best friends.

I haven't kept track on how long this has been happening but it's becoming more and more of a problem. He has two litter boxes. Two covered ones, in my dining room and in laundry room. They are clean. I recently cleaned them a day ago when I was cleaning my entire apartment.
Yet he still feels the need to urinate on the carpet in front of my closet door, on clean clothes. He'll literally hop onto my drier or hamper and just pee. Then cover it with the rest of the clothes.

The worst part of it is that he has peed on my bed more than 3-4 times. Tonight was one of them. It's 5:30 am and I wake up to him at the end of my bed, doing his little business and then running away cause he knows I'm about to skin him. I really don't know what to do about this problem. I've thought about the Cat From Hell guy and contacted him through email but he seems pretty busy.

Every time he does this, I chase him around my apartment and throw things at him, he fades into the walls for hours cause I scared him. I don't think he knows better.

I'd really appreciate some advice from cat owners who have had cats who seem to love to urinate where they please.

mayb put catnip by litter box n put like 4 litter boxes full of catnip I duno or spray water at him if he peez ne where else
