Photographer's and model commercial contract, please help!

I am starting a small business selling accessories. I want to hire a model to promote my product/s. I will also be hiring a photographer to take the photographs however I do not want to grant him/her permission to sell the images or claim royalties as it will be a one of contract. I only want to pay a one off fee and allow him/her to use to images for promoting his/her business as a photographer but only the images chosen for commercial purposes. I am confused! Do I need the model to sign a release form for me or the photographer? Like I mentioned, I want the model to be exclusive to me, not the photographer and also, what kind of commercial contract do I need with the photographer! Some photographers are willing to do voluntary work to build their portfolio. Would I need a separate or different kind of contract if there was no fee/payment involved? Please help me, I am stuck!
