Vacuum cleaner's static electricity

1. Does a portable vacuum cleaner (similar to http://images.philips.com/is/image/PhilipsConsumer/FC6140_01-IMS-global) get charged with static electricity during operation?

If yes:

2. I'd like to use the vacuum cleaner on a computer motherboard: What is the recommended way to discharge the vacuum cleaner's static electricity?

Cleaning by vacuum is without water, the source is air that formed by vacuum machine. The machine is run by electricity during operation at static electricity. You can hire our company to clean valuable accessories that need to clean without water. http://housecleaning.ie
