Can the cops take my dog and give it to someone claiming its their dog?

I took my dog outside to go to the bathroom a few minutes ago, when a group of teenagers(aged 16-17) walked by and saw my dog. I heard one of them say that he looked just llike a dog called "Bear". I told them no that his name is Roman,, and hes my dog. Well they were convinced I stole their dog, and when they asked if they could pet him, I said no. I got him from the Humane Society about a month ago. I have paperwork on him, shot record, health record, birth certificate and hes microchiped as well. Cops here where I live are big assholes, and those teenagers were snobbey, very rude. So in case they call the cops or get their parents to call the cops, they cant just take my dog right??? Expecially when I have a receipt showing I payed $130 bucks for the adoption?? The microchip should say im the owner right??

They can not take your dog. You have papers and evidence that he is yours. You did not steal him. It is your dog.
