Firstly, have no idea what this mean. I was wondering if the account really is limited, or its some sort of scam. AOL mail claims it might be junk, so it made me suspicious.

PayPal states that if there is an issue with your account, you will be notified via the website/message app's centre.
A genuine PayPal email would address you by name rather than begin with 'Dear Customer.'


The safest method to check what's going on is to log into your account directly rather than clicking on any links in the email (if anything).
