Would it be safe to say im looking for job security in a cover letter?

I work almost full time for a hospital here in North Carolina. I have been informed that layoffs are coming and so now we have to make logs of every single thing we do on our shift. I am updating my resume in hopes of leaving before such an event happens to my family and I. Is there a way I can word my cover letter to indicate why I am looking for a new job in less than a years time. I do not want to give the impression I am a job jumper because I had full ambitions of staying where I am at until things got ugly.
