Is it fair to put a 0 on science project that have no conclusion?

My kid had a science project that was about to be do. In the morning she was rushing to finish up. She had everything done,she only needed to glue on the conclusion.we didn't have anymore time , so I give a glue stick and told her to do it in school.she couldn't at breakfast. Her first class was science. The teacher checked it and said to her that she is going to give her a 0 for incomplete. My kid told the teacher that she had the conclusion in her kid told me that the teacher said your lying.she in 2 grade.

Has everybody went through this? Can anybody help me? Is the teacher right?

Ps.on the science project booklet said march 5- science lab open to students, final recommendations for updating projects/ march 10-k through 2 grade presenting/judging.she send me a letter that it was due march 5 so that the grade would be entered on the computer for their report card.don't the teacher need to do a presenting/judging for final score?

first of all that teacher is harsh on a grd 2, and thats not right, it just had to be glued, and she was done the rest, she coulve given her at least 3/4 of the mark, but a 0, thats just rude. I think her teach should be complained about.
