Is it okay for the girl in a relationship to make the moves?

I have a bf I'm twelve he's twelve too
He asked me out, but I'm thinking of making moves now.
As in, we are seeing a movie this weekend, and I think I'll pay for both of us.
I also think I may put my arm around him or kiss him (just a little peck on the lips) after the movie.
Is that okay?

It might be a little weird if your the one putting your arm around him but its totally fine to make the first move.

The whole arm thing could be a little creepy ahaha let him do that part =p but making the first move isn't bad. Maybe just go for his hand instead of the arm thing. You don't necessarily have to hold it but just put your hand on his and if he looks at you look back and hopefully he'll look long enough to lead into a kiss. Or after the movies is fine too, just would be more romantic during I assume.
