Changed my mind about renting and landlord refuses to give me security deposit back

I had found an apartment and decided to rent it, however nothing was ever signed. The apartment wasn't going to be ready for another week, but the landlord requested that I pay the security deposit (which I did and he gave me a receipt for), and then pay the first months rent the day I moved in. The very next day I learned that the landlord had told me incorrectly what company the utilities were through, so when I called to make arrangements to have services started on the move in date I found out that I owed a very large bill with the correct company, and in order to get utilities I would be required to pay ALOT of money that I did not have. I called the owner right away to tell him the situatuion with utility company, and because of that I would not be able to move in. He told me he wouldn't be giving me back any of my money at all. This has been completely devestating to me... The whole reason my son and I were having to move in the first place is because my husband had just been killed in a car accident, and I couldnt afford to stay in our current house anymore. If he had told me the correct utility company to begin with all of this would have been avoided. Anyway, the next week (when I was supposed to be moving in) I drove by the apartment and noticed that he had people moving into the unit, so obviously me backing out didn't cause him any loss at all... Not only did he get to keep my security deposit, he got the next peoples too! Should he be able to legally do this?
