Does a vet have to give a estaminet before prior to work

A vet in neepawa mb is holding my dog ransom from me cause I wasn't told a price and can't afford it now bill is 422 and they said they won't giver back till I pay the bill can they do this

You can try ot take them to court over it, but a vet can hold onto the pet; until you bring the legals into the picture. Vets should always give an estimate before doing their work; but they don't need to if it's an emergency.
