UK Visa Application - "Application under assessment at Visa Section"?

I am currently tracking my husband's UK settlement visa application.

He applied in Harare, Zimbabwe and the application was sent through to the British High Commission in Pretoria. The tracking status currently says, "Application under assessment at Visa Section".

Does anyone know what this actually means / what stage this actually is in the application process?

For all I know, 'assessment at Visa Section' could be the first stage, last stage or anything in between!

Any guidance would be really appreciated!
