2006 mustang help

Okay so the other day, we bought a brilliant used grey 2006 Ford Mustang. The car felt fine except for one odd thing we noticed- there was this unusual layer of something on the car. For example, if you felt below (by the side word "Mustang"), it would feel smooth like a car should feel. However, as you brought your hand up towards the windows, it got rough and honestly felt like matted paint. We also noticed this on the window too. However, when I scratched a little bit of the "matted" part of the window, some weird film/dust-type stuff was pushed and then I wiped it off. When I did that a little bit, the window felt normal. What is this stuff on my car and how do I get it off? It's not just on the windows, but on the hood, trunk, and sides. the car doesn't need new paint.

Most likely either cheap wax or possibly overspray from a previous paint job. Get it professionally buffed at a collision repair shop, that should take care of it.
