I don't understand what kind of structure is a "C.R?"
The most important thing is to have a plan that is well thought out that everybody understands what to do in advance so nobody makes the wrong decision at the last minute. Since winds in a tornado can exceed 300 MPH, no above-ground structure can withstand that force with any assurance of safely.
Below ground structures don't have to withstand the force of the wind on the sides. If you live in an area where there is a high risk of tornadoes, it is well worth the time and effort to build such a facility in advance..
