What does this mean? Does she not like me? What do I do?

Ok, so I've known this girl for about a year now, we're pretty close and all, but yeah, like a lot of guys, I fell. She's awesome, not like any other girl I know. There are some signs I can she that she likes me too, and some that make me think otherwise. She's actually really hard to read. I've been battle over whether or not to tell her I like her or just keep it to myself but after months and months of this I finally got the courage to ask her out. It was to a concert in our university, she said yes but after I waited for a few hours at the event she suddenly said they got caught up in a friend's birthday so she couldn't go, I said "oh, ok, no problem :)" but I was really REALLY looking forward to that night. Oh well, fast forward a few weeks and I asked her if she wanted to go with me to a place where we've both wanted to go for a long time, a sister campus of our university. She said "Only if you pay for the fair. :p" , well, since I really wanted her to go with me I said okay.then after awhile she texted me if her friends Ged and Karen could come along. Ok, so like, what does this mean? and What do I do? Help guys :(
