Usb device can't found without restart

Dear sir.
I have USB Flash Internet Modem.
It's can't Found in internet connection manager.without Restart.
But if I Re-start it,then it worked properly and I will shown in Connection manager.

Please Help me...

How I can Fix this Problem..........???????????
