Can I contact an employer?

I was offered a job but I declined it based on salary and location, the employers responded to say that they would like time to reflect on there offer whilst exploring other potential business opportunities/locations. they said that rather than respond now please consider that we remain very interested and will be intouch during April.

But I still havent heard from them, should I contact them???

They can't expect you to remain unemployed while they, "reflect." I'd call them.
