Is cogs an operating expense, a sales expense or a finance & admin expense?

Is Cost of Goods Sold an operating expense, a sales expense or a Finance & Admin expense?

Operating expenses are the costs if nothing is sold. Salaries, rent, utilities etc. It's the cost of keeping the doors open.

Sales expenses are costs that you would only incur as the result of the sale like materials, contract labor rental fees needed to do the job.

Finance and Admin are costs like interest on borrowed money and the boss taking his secretary to the Bahamas. :-)
