My new fish are very inactive.

I just got some new goldfish, but I didn't do the tank cycle, and I don't have a filter because my mum says its too much money. Basically I only have in the fish tank the fish, water Alger and some specially made rocks for fish. they look like their going to die. They are all swimming together at the bottom of the tank. I fed a tiny tiny bit of food to see if they will eat but they won't budge.
Please answer because I feel so guilty just watching them there.
