How to edit photos?

Im having a bit difficulty wid my New laptop,,,im using windows 8,,,i don't know how to edit photo,,put frames,,,wen I try to edit,,,it opens paint but I want to insert frames how to do it ...can u help me???

you can use an app I found on the internet, called 'pixlr' have fun and its totally free
