How long does it usually take to get a reply from a graduate school program?

I applied to U of T Scarborough, York University and Guelph. Guelph apparently lost my letters of recommendation, so that has had an impact on how I view the school. My top choice is U of T Scarborough, but the only thing that I've learned is that they shortlisted my application.

Should I start applying for international programs?
