Is it okay ASK a boy to spend with me the day of my birthday?

I AM REALLY IN LOVE OF A GUY, who is very close to me ! we are Best Friends for more than ONE year now ! but lately we cannot meet often, My bday is soon and I WANT TO SPEND that day JUST WITH HIM what should I do ??? !! please help mee
