Calling restrictions message on cell phone? please help

Every time I try to call my friend I get a "we're sorry, but the number you have dialed had calling restrictions that have prevented your call" message and it won't deliver texts. It does that even if I call from another phone...it lasts anywhere from 10 minutes to an hour, and then it works. We were talking earlier and then he was eating and I tried texting him an hour later and it wouldnt work and then another hour or so later I get a text saying hey from him. then we were texting an hour ago and I was eating dinner so 20 minutes later I went to reply and it did it again! I don't understand why it's doing this. We both have iPhones with verizon wireless, so luckily it does tell is if the message is delivered and read. Can someone please help?!
