Privacy violation by online directory

Radaris,American YP, International YP -online directories are not publishing their whereabouts and contact telephone number.They would not completely remove my personal information or respond to my emails. They allow you remove some of it, but not all. I removed my personal data form all "feeding" directories. How do I find out where they are doing business to file a complaint with BBB as well as with FTC. Who regulates online directories?
