Will my mother be treated?

My mother has an abdominal pain in her breast. I want to bring her to the US(from Russia) that she can get checked and if something wrong(cancer) I want that she get necessary treatment. She is non US citizen, and I have Green Card and Medicaid. What should I do? By insurance for her or just go to the emergency room when she arrive?

Other than the rural areas of Russia, the health care there is excellent. There more healthcare workers per person in Russia than in the United States. Why do you believe taxpayers in the United States should pay for your (medicaid) and your mother's healthcare under those circumstances?
