Why not use heat therapy with poor circulation?

nursing student needs to what is the reason for not using heat therapy with poor circulation?

Since heat improves circulation, the therapy makes sense. it is most likely a liability issue. People with poor circulation don't sense pain and heat normally and can easily be burned without realizing it.
