The balloon doesn't move upward when it reaches certain height why

can any one tell me about, The balloon doesn't move upward when it reaches certain height why ?

Well, I don't know that a balloon would hold still at a certain height, but I've released a balloon before and it just goes till I can't see it anymore. I only know that the balloon will pop when it reaches a certain height because of the pressure. Where and when did you see a balloon hold still at a certain height?
A balloon rises because the gas inside is lighter than the amount of air it displaces just like an object in the water will float if it weighs less than the amount of water it displaces.

The air in the atmosphere thins out as the altitude increases. The balloon will rise to the point where the amount of air it displaces weighs the same as the gas inside the balloon and it will no longer rise.
