Doctor advised us not to give milk more. but its not possible for my baby. she is in bottle feed, she wants milk 2-3 times in a day. she is eating solid food but very less. I tried to offer her more but she denied.

Cut a hole in the nipple large enough for rice cereal baby food to go through and mix the milk well with rice baby food then gradually change the ratio of rice to milk. Start with a little rice and a lot of milk and gradually change until you get to about 50% rice, then break out the spoon. We have 5 kids and it worked great with all of them. A bottle of that mixture at bedtime and they'd sleep all night.

Rice cereal is very constipating! That is worse than just giving the milk plain. Stop all starches: white bread, pasta, crackers, cereals, etc. Give "P" foods: peaches, pears, pineapple, plums, etc.
No solid food is naturally "constipating." Your body only absorbs liquids and the solids are passed through but it need solids in the system for that to happen. A liquid only diet is constipating but at 20 month old, a child should be able to digest starches, fruits and vegetables. We have raised five children, all were fed the same way. They slept all night and smiled all day. :-)
