What limits imports of goods? quotas or dumping?

I answered it quotas in my exam but some say it's dumping, so i'm confused now :/

Import quotas limit imports. Export quotas limit exports. Dumping is exporting products to another market at a price below the price at home, most often with the intent of putting competitors out of business so the dumping business or country can then increase their prices.
