I have a box in my wall with pinky sized wires in it black,gray,and silver bare wire .

I think its for a small braker box to be wired the wall outlets and lights and switch are dead. Its in line just down stairs from my main box .

It's what the other ends of the wire are connected to that will provide an answer. You can put a voltmeter on the wires then go to the breaker box and cut the breakers off and on one-by-one to determine which circuit it's connected to. If you have little experience working with electricity, I would advise enlisting the help of someone who is experienced.

ok Thanks Rob I will do that. When I find the breaker its on how will I know what the box is there for. There is no power to the whole wall I need to complete the circuit.

If there is no obvious use for it (light switch, outlet etc), and you have no plans for it, I would cap the wires, put a cover on it and remove the connection at the breaker. If you plan to use it, make sure the voltage is correct for the intended purpose. It could have been a 220V feed for a dryer. If that's the case, the wire size will offer a clue also. The wires would be larger (like #10 gauge) than a typical 110 circuit (#14 gauge).
