My crush. Can I ask him out?

This one guy, he is kinda my friend. I am planning on starting out by sending him valentines day stuff on valentines day. Then I will write him more letters about how I am kinda into him like once a week. When and how should I ask him out??
P.s: he lives 200 and something miles away and since we don't no each other that much he can't really come here, so lets assume its when I go there that we'll go out.
