Hey people, I'm really interested in making my own rpg game for something but I am a total newbie. I know a teeny bit about programming but I need a design tool that will really help out. The problem is, I can't use programs like RPG Maker because it's against the regulations (no games that can only be played by downloading a program are allowed). I'm completely stuck and wondered if any of you knew a good program that can AT LEAST convert the games to flash or make them website playable?
