How to format a non-responding external hard drive?

I want to format my non-responding external hardrive (when the drive is plugged in, only the icon appears and when I try to double-click it, windows explorer stops responding), but the problem is, when I right click the icon to for the box where the command format appears, windows explorer will stop responding. Please help. Thanks in advance.

You cannot read anything from a hard drive with Internet Explorer except a web page that might be stored there. Try Windows Explorer.

Start/All Programs/Accessories/Windows Explorer

Oh, sorry. By "internet explorer" I meant windows explorer.
