Are these two names considered swear words?

I would NEVER call anybody either of these names in real life.
I love writing stories and these stories contain bullies, so I want to make sure I'm not swearing when I'm writing their dialogue.
"Fag" and "nigger" are the only two I can think of right now that I would have to write with. Are they swear words? Thanks for answering!

So, some examples would be:

I stand there, staring at my locker. That three letter word is mocking me--those jocks can't just leave me alone? They felt the need to spray paint the letters F-A-G on my locker, just to broadcast it to the school?

"Get out of my way, fag," he snarled, shoving the boy into the lockers.

I don't think you can say any word should never be used in any circumstances in what you write. It depends on how the words are used. Those two words used in describing the persecution that blacks and gays suffered would be acceptable in a historical article to most any reader because it is based on fact. Otherwise, the rule I would go by would be to limit the use of profanity and derogatory labels to quoted statements made by characters in your story, but never outside quotes.
