Kenyan Sand Boa Help!? Heating pad is too hot, can he stay comfortable with a red heat lamp on 24/7

Kenyan Sand Boa Help!? Heating pad is too hot, can he stay comfortable with a red heat lamp on 24/7? 50 watt, 10 gallon tank. its in about 1 and a half to 2 inches of sand. a thermometer is right above the sand and its saying about 78-82 degrees. Sometimes alittle hotter. I have a small rock for the snake to burrow in and hide that is located on the hot end right below the heat lamp, and a water dish for him on the cool end. half of the lid is covered and the other half is occupied by the heat lamp. the heating pad said using a digital thermometer  and the probe tounching the glass/bottom of sand was 116 degrees so I turned it off. I have no idea what basking is, or how to make the temperature just right, so please answer with easy to understand steps on what I need to do. I have no idea if im even measuring the temperature right, or if the circular thermometer above the sand is even accurate. Not sure how a rheostat or dimmer works either, so if you say get one, please explain on how it works and what I need to do with the heating pad in order to make the temperature right. I hope somebody here responds with some help, because I'm freaking out, I love this snake!!
