Is it illegal to not be getting paid on time?

My company gets paid through direct deposit. Is it illegal for us not to be getting paid on time?
For example, my boss has his accountant send out everyone's pay-stub via email. The pay-stub is up until September 15. It is now September 21 and there is still no money in my bank account. This has happened numerous times and I just wanted to know if this is even legal
