Ignition tool

I know this is a weird question, but here goes. My husband will be starting to go overseas as a contractor. I used to be in law enforcement and know that there are tools that you can put in a vehicle ignition that bypasses the ignition switch to start any vehicle. I remember seeing a T-shape tool but I am not sure. I would like to send him with a tool in case something happens and he has to get away fast and needs a vehicle to do it with. Most of the types of cars they seem to use in Iraq (because I have been there while in the military) are Toyota’s and Nissans. Does anyone know what I can buy that will help him?
