Did President Obama propose that all military personnel be required to carry their own health insurance?

Members of the military, their families and retirees are covered under the TriCare system. The administration has proposed tripling the costs to those members in an attempt to shut down TriCare and force the military into the ObamaCare system (The "Affordable Care Act) passed in 2010.
