I pulled battery and still same screen. It is a brand new phone didn't even get to program contacts in. How can I fix this.

Just got a motorola droid a855 and screen went to bootloader 2c.7c battery ok ok to program.
"Ok to program" sounds like you might be missing some software. Contact the place you bought it or Motorola support:
