why is computer science sometimes described as an engineering discipline rather than a science discipline

I would suspect it's because so much of engineering is the practical application of science. A person dealing with fundamental construction of computer chips would be working more on the scientific side and those who provide computer solutions more on the engineering side. Either way you look at it, the dividing line is very thin.
