I'm also very confused by the undies situation.
Our daughter is at a special boarding school (behavioral issues) that strictly dictates what number/kind/color clothes the girls can have. She's allowed 8 daily bras, 4 sports bras, and 15 undies. That gets her through a week of class, physical activities, and the "monthly" accidents.
I guess 5 pairs of undies is ok if she does laundry every 4 days.
I've never heard of anything like your bra limitation, and I'm from an old-fashioned, conservative family. Bras get sweaty and are close to underarm land. Those need to be changed daily like undies, I would think, to avoid odor and clogged pores/sweat glands. It seems like the elastic would stretch out faster with daily wear and wash.
I have no idea what your financial situation is. Think about if she could be "making do" so she doesn't put extra strain on you. If you're really, really concerned, maybe give her a clothes allowance or some clothes shopping money and watch what she does with it.
Our kids' wardrobes consist mainly of school uniforms and a few other necessities. By choice, we shop when we need something, not because we want something. My husband has about 20 articles of clothing/shoes. I've got about 40. Our clothes are on the expensive side (although bought at discounted prices) and well made, and not trendy so we can look fine from season to season, and we take very good care of them so they'll last a long time.
People we know in our income bracket joke that if there was such a thing as upscale Amish, it would be us. I thought we were pretty frugal, but your daughter seems super frugal... but if she's happy, isn't cold or hot, and if she isn't getting teased/harassed at school, I suppose don't fix it if it isn't broken...
