Question about rating here

When I go to rate an answer is says a 10 reputation score is required, what does that mean?

Every time someone votes one of your answers up, you earn 5 reputation points. So, in order to rate, you need to provide at least 2 helpful answers that someone votes up.

Sometimes questions get voted up as well. Each time that happens, you also earn 5 points. If the asker selects your answer as the best, you earn 15 points. If someone votes you down, you lose 2 points, and that person loses 1 point as well.
