Sometimes guys like girls that may seem annoying.
Does he continue to talk to you? Does he smile at you? Does it seem sincere, or just being nice if he does. That's the 1st step to figure out.
If you did talk to you some and if you guys have things in common, use that to break the ice.
If you both like the same music that is a start for talking and further into friendship. Or maybe use for some examples: Food, health, sports, school, etc...
If you can you both find something to talk about, the rest should come easy.
That is what I would do.
Do not ask if you are being a pest because that is a turn off for most people.
