Why do you think cultural diversity is important in a correctional facility? Is it that the inmates should feel at home, the guards be their friends and the food taste like Mom's home cooking?
If the object is to correct their behavior, is it better to make the facility a place they like or a place they never want to go back to? Corrections facilities should be equal opportunity employers and hire based on qualifications but trying to maintain cultural ratios of staff to inmates is letting the tail wag the dog.
